Huntingdon County District Attorney David Smith announced that a Three Springs man has been charged with homicide in the fatal shooting in Clay Township earlier this month.
Authorities say Cole Campbell, 30, faces charges of criminal homicide, aggravated assault, reckless endangerment and making terroristic threats, according to online court documents.
State police say on April 3, troopers were dispatched to a home along the 8000 block of Campbell Circle for a report of a shooting.
Troopers say when they arrived on scene, the victim, identified as 40-year-old Timothy Skipper Jr., had succumbed to his injuries after being shot multiple times.
While on scene, police say Campbell identified himself as the shooter and showed troopers home surveillance video of the incident.
According to the affidavit, troopers say the video shows Skipper standing at the front door of Campbell's residence.
Investigators say Campbell then points an AR-15-style rifle at Skipper, at which time Skipper grabs onto the barrel of the rifle and a struggle ensues.
Troopers say the video then shows Skipper fall to the ground, at which point Campbell shoots at him.
Upon further investigation, police learned that Skipper had gone to Campbell's residence to confront him about his alleged speeding through the neighborhood, according to a witness.
In speaking with neighbors, police say they heard approximately three gunshots come from Campbell's residence during the confrontation.
Police say when the neighbors confronted Campbell about the shooting, while attempting to render medical aid to Skipper, Campbell reportedly responded by saying, "I shot him three times, can't you see."
Troopers say witnesses also reported that Campbell was "fuming" after the incident.
Investigators say upon further review of Campbell's home surveillance video on the day of the shooting, the video reportedly shows Campbell shoot Skipper three times during the confrontation, once in the shin during the initial struggle and then twice more in the chest as Skipper was attempting the crawl out of the residence.
Campbell was arraigned to the Huntingdon County Prison Friday afternoon, and his bail was denied, court dockets show.
His preliminary hearing is scheduled for May 11.
